Inna allatheena amanoo wahajaroowajahadoo bi-amwalihim waanfusihim fee sabeeli Allahiwaallatheena awaw wanasaroo ola-ikabaAAduhum awliyao baAAdin waallatheenaamanoo walam yuhajiroo ma lakum min walayatihimmin shay-in hatta yuhajiroo wa-ini istansarookumfee alddeeni faAAalaykumu alnnasru illaAAala qawmin baynakum wabaynahum meethaqun waAllahubima taAAmaloona baseerun إن الذين آمنوا وهاجروا وجاهدوا بأموالهم وأنفسهم في سبيل الله والذين آووا ونصروا أولئك بعضهم أولياء بعض والذين آمنوا ولم يهاجروا ما لكم من ولايتهم من شيء حتى يهاجروا وإن استنصروكم في الدين فعليكم النصر إلا على قوم بينكم وبينهم ميثاق والله بما تعملون بصير
إِنَّ الَّذِينَ آمَنُواْ وَهَاجَرُواْ وَجَاهَدُواْ بِأَمْوَالِهِمْ وَأَنفُسِهِمْ فِي سَبِيلِ اللّهِ وَالَّذِينَ آوَواْ وَّنَصَرُواْ أُوْلَـئِكَ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ وَالَّذِينَ آمَنُواْ وَلَمْ يُهَاجِرُواْ مَا لَكُم مِّن وَلاَيَتِهِم مِّن شَيْءٍ حَتَّى يُهَاجِرُواْ وَإِنِ اسْتَنصَرُوكُمْ فِي الدِّينِ فَعَلَيْكُمُ النَّصْرُ إِلاَّ عَلَى قَوْمٍ بَيْنَكُمْ وَبَيْنَهُم مِّيثَاقٌ وَاللّهُ بِمَا تَعْمَلُونَ بَصِيرٌ
Tahir ul Qadri

  بیشک جو لوگ ایمان لائے اور انہوں نے (اللہ کے لئے) وطن چھوڑ دیئے اور اپنے مالوں اور اپنی جانوں سے اللہ کی راہ میں جہاد کیا اور جن لوگوں نے (مہاجرین کو) جگہ دی اور (ان کی) مدد کی وہی لوگ ایک دوسرے کے وارث ہیں، اور جو لوگ ایمان لائے (مگر) انہوں نے (اللہ کے لئے) گھر بار نہ چھوڑے تو تمہیں ان کی دوستی سے کوئی سروکار نہیں یہاں تک کہ وہ ہجرت کریں اور اگر وہ دین (کے معاملات) میں تم سے مدد چاہیں تو تم پر (ان کی) مدد کرنا واجب ہے مگر اس قوم کے مقابلہ میں (مدد نہ کرنا) کہ تمہارے اور ان کے درمیان (صلح و امن کا) معاہدہ ہو، اور اللہ ان کاموں کو جو تم کر رہے ہو خوب دیکھنے والا ہے

Yousuf AliThose who believed, and adopted exile, and fought for the Faith, with their property and their persons, in the cause of Allah, as well as those who gave (them) asylum and aid,- these are (all) friends and protectors, one of another. As to those who believed but came not into exile, ye owe no duty of protection to them until they come into exile; but if they seek your aid in religion, it is your duty to help them, except against a people with whom ye have a treaty of mutual alliance. And (remember) Allah seeth all that ye do.

Ahmed Aliبے شک جو لوگ ایمان لائے اور گھر چھوڑا اور اپنے مالوں اور جانوں سے الله کی راہ میں لڑے اور جن لوگوں نے جگہ دی اور مدد کی وہ آپس میں ایک دوسرے کے رفیق ہیں اورجو ایمان لائے اور گھر نہیں چھوڑا تمہیں ان کی وراثت سے کوئی تعلق نہیں یہاں تک کہ وہ ہجرت کریں اور اگر وہ دین کے معاملہ میں مدد چاہیں تو تمہیں ان کی مدد کرنی لازم ہے مگران لوگو ں کے مقابلہ میں کہ ان میں اور تم میں عہد ہو اور جو تم کرتے ہو الله اسے دیکھتا ہے

Shabbir Ahmed یقینا وہ لوگ جو ایمان لائے اور ہجرت کی اور جہاد کیا اُنہوں نے اپنے مال و جان سے اللہ کی راہ میں اور وہ لوگ جنہوں نے رہنے کی جگہ دی (اُن کو) اور مدد کی (اُن کی) یہی لوگ ہیں جو آپس میں ایک دوسرے کے رفیق و مدد گار ہیں۔ اور وہ لوگ جو ایمان لائے لیکن اُنہوں نے ہجرت نہیں کی، نہیں ہے تمہیں اُن کی رفاقت سے کچھ بھی (تعلّق) جب تک کہ (نہ) ہجرت کر آئیں وہ بھی اگر مدد چاہیں وہ تم سے دین کے معاملہ میں تو تم پر فرض ہے اُن کی مدد کرنا اِلّایہ کہ مقابلہ میں وہ قوم ہو کہ ہے تمہارے اور اُن کے درمیان کوئی معاہدہ اور اللہ تمہارے اعمال کو پُوری طرح دیکھ رہا ہے۔
Fateh Muhammad Jalandharyجو لوگ ایمان لائے اور وطن سے ہجرت کر گئے اور خدا کی راہ میں اپنے مال اور جان سے لڑے وہ اور جنہوں نے (ہجرت کرنے والوں کو) جگہ دی اور ان کی مدد کی وہ آپس میں ایک دوسرے کے رفیق ہیں۔ اور جو لوگ ایمان تو لے آئے لیکن ہجرت نہیں کی تو جب تک وہ ہجرت نہ کریں تم کو ان کی رفاقت سے کچھ سروکار نہیں۔ اور اگر وہ تم سے دین (کے معاملات) میں مدد طلب کریں تو تم کو مدد کرنی لازم ہوگی۔ مگر ان لوگوں کے مقابلے میں کہ تم میں اور ان میں (صلح کا) عہد ہو (مدد نہیں کرنی چاہیئے) اور خدا تمہارے سب کاموں کو دیکھ رہا ہے

Abul Ala Maududiجن لوگوں نے ایمان قبول کیا اور ہجرت کی اور اللہ کی راہ میں اپنی جانیں لڑائیں اور اپنے مال کھپائے، اور جن لوگوں نے ہجرت کرنے والوں کو جگہ دی اور ان کی مدد کی، وہی دراصل ایک دوسرے کے ولی ہیں رہے وہ لوگ جو ایمان تو لے آئے مگر ہجرت کر کے (دارالاسلام میں) آ نہیں گئے تو ان سے تمہارا ولایت کا کوئی تعلق نہیں ہے جب تک کہ وہ ہجرت کر کے نہ آ جائیں ہاں اگر وہ دین کے معاملہ میں تم سے مدد مانگیں تو ان کی مدد کرنا تم پر فرض ہے، لیکن کسی ایسی قوم کے خلاف نہیں جس سے تمہارا معاہدہ ہو جو کچھ تم کرتے ہو اللہ اسے دیکھتا ہے

LiteralThat those who believed and emigrated and struggled/exerted , with their properties/possessions and119themselves in God's sake/way , and those who sheltered/gave refuge and saved/gave victory/aided, those, some of them (are) guardians/patrons/allies (to) some, and those who believed and did not emigrate, their guardianship/patronage is not for (on) you from a thing (your responsibility) until they emigrate, and if they asked you to save/aid them in the religion, so the victory/aid is on you (your duty) except on a nation between you and between them (is) a promise/covenant, and God (is) with what you made/do seeing/knowing .

Arberry Those who believe, and have emigrated and struggled with their possessions and their selves in the way of God, and those who have given refuge and help -- those are friends one of another. And those who believe, but have not emigrated -- you have no duty of friendship towards them till they emigrate; yet if they ask you for help, for religion's sake, it is your duty to help them, except against a people between whom and you there is a compact; and God sees the things you do.
ShakirSurely those who believed and fled (their homes) and struggled hard in Allah's way with their property and their souls, and those who gave shelter and helped-- these are guardians of each other; and (as for) those who believed and did not fly, not yours is their guardianship until they fly; and if they seek aid from you in the matter of religion, aid is incumbent on you except against a people between whom and you there is a treaty, and Allah sees what you do.
SarwarThe believers who left their homes and strove for the cause of God, through their property and in person and those who gave refuge to them and helped them will be each other's guardians. The believers who did not leave their homes are not your guardians until they too leave their homes. If they ask you for help in a religious cause, you must help them against their enemies unless their enemies have a peace treaty with you. God is Well Aware of what you do.
H/K/SaheehIndeed, those who have believed and emigrated and fought with their wealth and lives in the cause of Allah and those who gave shelter and aided they are allies of one another. But those who believed and did not emigrate for you there is no guardianship of them until they emigrate. And if they seek help of you for the religion, then you must help, except against a people between yourselves and whom is a treaty. And Allah is Seeing of what you do.
MalikThose who believed (embraced Islam), migrated and made Jihad (exerted their utmost struggle) with their wealth and their persons in the cause of Allah; as well as those who gave them asylum and help, are indeed the protecting friends of one another. As to those who believed (embraced Islam) but did not emigrate (to Dar-ul- Islam, the Islamic State), you are under no obligation to protect them until they emigrate; yet it is your obligation to help them in the matters of faith if they ask for your help, except against a people with whom you have a treaty. Allah is observant of all your actions.[72]

George SaleMoreover they who have believed, and have fled their country, and employed their substance and their persons in fighting for the religion of God, and they who have given the prophet a refuge among them, and have assisted him, these shall be deemed the one nearest of kin to the other. But they who have believed, but have not fled their country, shall have no right of kindred at all with you, until they also fly. Yet if they ask assistance of you on account of religion, it belongeth unto you to give them assistance; except against a people between whom and yourselves there shall be a league subsisting: And God seeth that which ye do.

Khalifa**Surely, those who believed, and emigrated, and strove with their money and their lives in the cause of GOD, as well as those who hosted them and gave them refuge, and supported them, they are allies of one another. As for those who believe, but do not emigrate with you, you do not owe them any support, until they do emigrate. However, if they need your help, as brethren in faith, you shall help them, except against people with whom you have signed a peace treaty. GOD is Seer of everything you do.

And as to those who believed but did not emigrate (to you O Muhammad SAW), you owe no duty of protection to them until they emigrate, but if they seek your help in religion, it is your duty to help them except against a people with whom you have a treaty of mutual alliance, and Allah is the All-Seer of what you do.

For those who believed but stayed back (in Makkah), you don't owe them support until they migrate. However, if they seek your help as sisters and brothers in DEEN (Divine Ideology), then it is your duty to help them except against a folk with whom you have a treaty. Allah is fully Aware of all your actions.
