Allatheena yabkhaloona waya/muroona alnnasabialbukhli waman yatawalla fa-inna Allaha huwaalghaniyyu alhameedu الذين يبخلون ويأمرون الناس بالبخل ومن يتول فإن الله هو الغني الحميد
الَّذِينَ يَبْخَلُونَ وَيَأْمُرُونَ النَّاسَ بِالْبُخْلِ وَمَن يَتَوَلَّ فَإِنَّ اللَّهَ هُوَ الْغَنِيُّ الْحَمِيدُ
Tahir ul Qadri

  جو لوگ (خود بھی) بخل کرتے ہیں اور (دوسرے) لوگوں کو (بھی) بخل کی تلقین کرتے ہیں، اور جو شخص (احکامِ الٰہی سے) رُوگردانی کرتا ہے تو بیشک اللہ (بھی) بے پرواہ ہے بڑا قابلِ حمد و ستائِش ہے

Yousuf AliSuch persons as are covetous and commend covetousness to men. And if any turn back (from Allah's Way), verily Allah is Free of all Needs, Worthy of all Praise.

Ahmed Aliجو خود بھی بخل کرتے ہیں اور لوگوں کو بھی بخل کا حکم دیتے ہیں اور جو کوئی منہ موڑے تو الله بھی بے پرواہ خوبیوں والا ہے

Abul Ala Maududiجو خود بخل کرتے ہیں اور دوسروں کو بخل پر اکساتے ہیں اب اگر کوئی رو گردانی کرتا ہے تو اللہ بے نیاز اور ستودہ صفات ہے

PickthalWho hoard and who enjoin upon the people avarice. And whosoever turneth away, still Allah is the Absolute, the Owner of Praise.
Arberry such as are niggardly, and bid men to be niggardly. And whosoever turns away, God is the All-sufficient, the All-laudable.
ShakirThose who are niggardly and enjoin niggardliness on men; and whoever turns back, then surely Allah is He Who is the Selfsufficient, the Praised.
SarwarThose who turn away (from guidance) should know that God is Self-sufficient and Praiseworthy.
H/K/Saheeh[Those] who are stingy and enjoin upon people stinginess. And whoever turns away then indeed, Allah is the Free of need, the Praiseworthy.
Maliknor those who, being stingy themselves, enjoin others to be stingy also. He that gives no heed should know that Allah is free of all needs, worthy of all praises.[24]

Khalifa**They are stingy, and enjoin the people to be stingy. If one turns away, then GOD is the Rich, the Praiseworthy.
Hilali/Khan**Those who are misers and enjoin upon people miserliness (Allah is not in need of their charity). And whosoever turns away (from Faith Allahs Monotheism), then Allah is Rich (Free of all wants), Worthy of all praise.
QXP Shabbir Ahemd**- Who withhold wealth and enjoin upon people to hold back resources. And whoever turns away - verily, Allah alone is self-Sufficient, Owner of Praise.
