بِسْمِ اللَّهِ الرَّحْمَنِ الرَّحِيمِ

Wakatabna AAalayhim feeha annaalnnafsa bialnnafsi waalAAayna bialAAayniwaal-anfa bial-anfi waalothuna bialothuniwaalssinna bialssinni waaljurooha qisasunfaman tasaddaqa bihi fahuwa kaffaratun lahu wamanlam yahkum bima anzala Allahu faola-ikahumu alththalimoona وكتبنا عليهم فيها أن النفس بالنفس والعين بالعين والأنف بالأنف والأذن بالأذن والسن بالسن والجروح قصاص فمن تصدق به فهو كفارة له ومن لم يحكم بما أنزل الله فأولئك هم الظالمون
وَكَتَبْنَا عَلَيْهِمْ فِيهَا أَنَّ النَّفْسَ بِالنَّفْسِ وَالْعَيْنَ بِالْعَيْنِ وَالْأَنفَ بِالْأَنفِ وَالْأُذُنَ بِالْأُذُنِ وَالسِّنَّ بِالسِّنِّ وَالْجُرُوحَ قِصَاصٌ فَمَن تَصَدَّقَ بِهِ فَهُوَ كَفَّارَةٌ لَّهُ وَمَن لَّمْ يَحْكُم بِمَا أَنْزَلَ اللّهُ فَأُوْلَـئِكَ هُمُ الظَّالِمُونَ

  اور ہم نے اس (تورات) میں ان پر فرض کردیا تھا کہ جان کے بدلے جان اور آنکھ کے عوض آنکھ اور ناک کے بدلے ناک اور کان کے عوض کان اور دانت کے بدلے دانت اور زخموں میں (بھی) بدلہ ہے، تو جو شخص اس (قصاص) کو صدقہ (یعنی معاف) کر دے تو یہ اس (کے گناہوں) کے لئے کفارہ ہوگا، اور جو شخص اللہ کے نازل کردہ حکم کے مطابق فیصلہ (و حکومت) نہ کرے سو وہی لوگ ظالم ہیں

Yousuf AliWe ordained therein for them: "Life for life, eye for eye, nose or nose, ear for ear, tooth for tooth, and wounds equal for equal." But if any one remits the retaliation by way of charity, it is an act of atonement for himself. And if any fail to judge by (the light of) what Allah hath revealed, they are (No better than) wrong-doers.

If one forfeits what is due to him as a charity, it will atone for his sins. Those who do not rule in accordance with GOD's revelations are the unjust.
Hilali/Khan**And We ordained therein for them: "Life for life, eye for eye, nose for nose, ear for ear, tooth for tooth, and wounds equal for equal." But if anyone remits the retaliation by way of charity, it shall be for him an expiation. And whosoever does not judge by that which Allah has revealed, such are the Zalimoon (polytheists and wrongdoers - of a lesser degree).

If one forgoes retaliation by way of charity, it shall absolve his or her imperfections. Whoever does not judge or rule according to what Allah has Revealed, such are the wrongdoers. (The Final Revelation of Allah, the Qur'an has updated Laws for all humanity for all Times. Exodus in the Bible does not leave room for forgiveness on the subject).
