Wa-itha aradna an nuhlikaqaryatan amarna mutrafeeha fafasaqoo feehafahaqqa AAalayha alqawlu fadammarnahatadmeeran وإذا أردنا أن نهلك قرية أمرنا مترفيها ففسقوا فيها فحق عليها القول فدمرناها تدميرا
وَإِذَا أَرَدْنَا أَن نُّهْلِكَ قَرْيَةً أَمَرْنَا مُتْرَفِيهَا فَفَسَقُواْ فِيهَا فَحَقَّ عَلَيْهَا الْقَوْلُ فَدَمَّرْنَاهَا تَدْمِيرًا

  اور جب ہم کسی بستی کو ہلاک کرنے کا ارادہ کرتے ہیں تو ہم وہاں کے امراء اور خوشحال لوگوں کو (کوئی) حکم دیتے ہیں (تاکہ ان کے ذریعہ عوام اور غرباء بھی درست ہو جائیں) تو وہ اس (بستی) میں نافرمانی کرتے ہیں پس اس پر ہمارا فرمانِ (عذاب) واجب ہو جاتا ہے پھر ہم اس بستی کو بالکل ہی مسمار کر دیتے ہیں

Ahmed Aliاور جب ہم کسی بستی کو ہلاک کرنا چاہتے ہیں تو وہاں کے دولتمندوں کو کوئی حکم دیتے ہیں پھر وہ وہاں نافرمانی کرتے ہیں تب ان پر حجت تمام ہوجاتی ہے اور ہم اسے برباد کر دیتے ہیں

Hilali/Khan**And when We decide to destroy a town (population), We (first) send a definite order (to obey Allah and be righteous) to those among them (or We (first) increase in number those of its population) who are given the good things of this life. Then, they transgress therein, and thus the word (of torment) is justified against it (them). Then We destroy it with complete destruction.

Then Our Law annihilates them completely. (And the leaders and the public are left blaming one another (7:38), (10:28), (14:21), (16:86).
